Decision capability makes the reasoning visible: the objectives being served, the alternatives considered, the trade-offs accepted and the uncertainty that remains. It is the difference between a defensible recommendation and a preference.

A recommendation and a preference look the same on the page. Both name an option, both sound confident, and the difference only shows when somebody asks what else was considered and why it lost.
That is the work, and it is mostly bookkeeping nobody enjoys: writing down what was rejected and why, before the decision is taken rather than after it is questioned. The version assembled afterwards is a justification, and it reads like one.
