Management system work usually fails after the design rather than during it. This domain covers the scoping, sequencing, engagement and implementation governance that carry an initiative into everyday routines and keep it there.
Overview
Adoption is decided after the project ends
This is the domain that decides whether any of the others survive contact with an organisation. The failure is rarely visible while the work is going on: it shows eight months later, when the project has closed, the people who cared about it have moved on, and the routine that was supposed to replace the old one is being kept alive by reminders from one person.
What decides that is set much earlier: who was involved while the design was still changeable, whether the new way was made easier than the old way rather than merely mandatory, and whether anybody owns it once the initiative that created it no longer exists.
